Once the commercial operation commences by the end of 2024, the Kulim production site will focus on ABF substrate solutions for the semicon industry. Facilities Manager - M&E and Building Services

As the Head of the Facilities Department, your primary responsibility is to formulate and execute a Facilities Management strategy aligned with business requirements. You are accountable for ensuring business continuity and utilities availability by efficiently and effectively operating the company's grounds, buildings, and M&E facilities. Your focus lies in optimizing the performance and reliability of these assets.
Additionally, you are responsible for executing other assigned tasks safely, effectively, and economically.

 

Your Responsibilities

  • Guaranteeing that assets (CSA & M&E) within the designated area meet business objectives and organizational requirements in terms of performance and conditionsManage the correct operational execution of preventive, predictive, corrective and compliance maintenance by the supply chain
  • Collaborate with pertinent tactical and operational stakeholders, comprehending and interpreting customer requirements, and ensuring alignment with our service specifications
  • Be the on-call manager, for decision making regarding high priority issue resolution in order to secure business continuity
  • Develop and oversee the Departmental Performance Indicators (DPIs) in line with business and customer (internal/external) needs
  • Create annual budgets for operational (OPEX) and capital (CAPEX) expenditures
  • Ensure compliance with federal, state, local regulations, and responsible with energy management
  • Provide technical expertise and lead technical staff to permanently resolve equipment/engineering issues and excursions through data driven methodology and implementation of system solutions
  • Setup business processes for responsible area and ensure business processes are constantly review and implemented as per defined standard
  • Proactively participate and take ownership from a Facilities perspective in the qualification, expansion, ramp-up, and release of new products, processes, or production equipment
  • Initiate and execute training and development plan for technical team (white collar and blue collar) to meet organization needs
  • Identify and enforce risk assessment & management in responsible area and timely escalate and define mitigation plan for risk areas
  • Define and implement continuous improvement actions to meet the business needs of the organization
  • Effectively facilities equipment and engineering suppliers or contractors
  • Provide necessary information for planning and decision making to the management and internal customer
  • Lead area of responsible to handle internal and external audit
  • Perform miscellaneous job-related duties as assigned

Your Profile

Type of required functional knowledge (depth, breadth):

  • Bachelor Degree in engineering or applicable technical field from recognized institution

  • Sound knowledge in facilities management concepts, strategy & 

  • Sound knowledge in systematic problem solving approach (8D, DMAIC, etc)

 

Type and length of experience required for the position:

  • Min 5 years’ experience as Facilities Technical expert in IC Substrates/PCB/Wafer Fab or other related manufacturing industry, experience in managing Clean Room Environment is a must

  • Min 5 years’ experience as Facilities Manager (or equivalent leadership roles) 

  • Experience in new plant setup or expansion

 

Further skills and competencies required:

  • Ability to adapt to fast pace environment and flexible enough to change at any time

  • Applies “can do” attitude, challenges and support the team to do the same

  • Able to work effectively under pressure in a high demanding manufacturing environment

  • Good time management and able allocate enough time in shop floor / utilities building to identify risk areas

  • Fluent written and oral English is a must

  • Integrated and Interdisciplinary thinking and acting

  • Excellent communication skills
